Make sure your image is in 8 bit RGB mode. CS3 will do "save for web" for 16
bit images, but perhaps not earlier versions.

This really bugs me. 8bit RGB images, and still no save for web menu
available. Only thing I can see that has changed recently is a message
that an embedded color profile doesn't match the current RGB work
space. Convert, Use, or Discard all give the same results for the web
save. Any other ideas? I'm stumped and hate to reinstall...

Some tools will grey-out certain options. Prime example is if you are
in the Text tool (ready to type text) and you try to save without
going back to an 'open' tool such as Marquee...

You might want to check what tool(s) are active when you try and save.

Another option: Try saving the image in a flattened format first, then
save-and-close the master .psd file. Open saved image and see if you
can do your 'Save for Web' from that. Nasty, ugly, but usually works
when all else fails.
