Pretty bad, any chance of a higher resolution copy? 800x543 is tiny.

look likes a flash that didnt go off long enough, or more like a
finger over it, as in a child took it

Depending on how good you want it, a simple file / adjustments / auto
levels and auto colour, is a good place to start

Basic Photo fix work flow

Duplicate then un-select original layer
levels layer RBG channels LEVELS ADJUSTMENT
select all, copy merged, paste
Straighten if necessary
check layer channels for the best ratio
Channel Mixer (set to monochrome)
select all, copy merged, paste
dust and scratch filter.. Alt click (for black mask) paint with white
then continue...
select all, copy merged, paste
Sharpen
select all, copy merged, paste set to luminosity
copy layer after levels merge move to front set to color(to put back
color)
Heal or clone
Noise removal if needed
Curves/color corrections (like in this case darkened dress some)
select all, copy merged, paste
final pic

This tutorial "Restoring an old photograph" by cameraken has become the
starting point for most of my projects:

Used in conjunction with this tutorial "Enhancing Details In Unevenly
Faded Pictures" by Flora:

Used very slight noise reduction, Some painting, (sampling from a nearby
good area) on a luminosity layer would probably do wonders for the green
cast... but I will leave any other improvements to the OP

I'm not sure I can provide a step-by-step, there were lots of them.
I mostly used duplicate layers, adjustment layers, and masks, as well
as different blending modes. The masks were mostly created by control-
clicking on different channels, and then applying some level
adjustments and/or dodging and burning directly on the masks.

I'm tired and don't remember all the steps to be truthful, but you can
see what my layers palette looked like when I was done, and this was
after merging several layers:

Mega loads more improved than I got.

The pic is of sentimental value so your help (from all) has been greatly

Straightening a picture - I was at a computer exhibition in Birmingham recently, and the Adobe expert was showing how one can straighten a picture without guessing how many degrees. Lovely idea. The trouble is that by the time I had reached home, I could not remember how to do it...

What's wrong with this picture? - This is WEIRD: I'm using CS2 ... I've got a simple TIF image ... it's about 4×5 inches, RGB color mode, 72ppi, 8-bit. It IS flattened (background layer only) and it does NOT contain any alpha channels or paths. My goal is to save it as a JPG file. But...
