Hello,
I would like to hear from someone more experienced how to create good
quality images, such as 3D GIFs, similar to those on www.experts-exchange.com
or alike, which would have a small size and not distort if enlarges
with image width/height properties on the webpage (vector images?).
What tool can I use and what settings are reasonable?

I was under the impression you built animated GIF's in ImageReady for
web pages.

or you could also build them in Flash which are also vector images.
